Rules of The Association

Title. 1. This District Association shall be called the "Barkston Ash District Football Association and shall be affiliated with and directly under control of the West Riding County Football Association.

Area. 2. The area of the Association shall be as defined by the West Riding County Football Association.

                            Constitution.

3. The Association shall consist of such Competitions and Clubs as the West Riding County Football Association shall approve, and the Association shall cover a defined area, which shall not be extended or altered without the consent of the West Riding County Football Association.

                            Government.

4. The Association shall be governed by a Council consisting of: -

President, Life Members, five Vice Presidents, Honorary Secretary, and eight Representatives who shall be elected at the Annual General meeting of the Association.

Affiliated Leagues based within the District and the Barkston Ash Referees Society shall be entitled to a representative on the council.

No representative shall be allowed to vote on any matters connected with his club.

The Council shall have the power to fill any vacancy that may arise during the year.

The Council shall have the power to co-opt two members to the Council if in the opinion of the Council this would be beneficial to the Association.

Each Council member with fifteen years service shall designated as a Life Member, and will be presented with a memento.

The Council shall meet monthly on the Last Monday in the month. Five members of the Council shall form a quorum for the transaction of business.

Any Council member or representative being absent from three consecutive meetings without reasonable excuse shall be deemed to have resigned.

The Barkston Ash District FA referees committee shall comprise Three council members, The Barkston Ash Referee Instructor and The Barkston Ash Referees Association Representative.

The Barkston Ash District FA youth committee shall comprise The Minor Secretary, Minor Team Manager, Team Managers from all other District Representative Teams, representative of the affiliated Junior Leagues, Three Council members and representatives of clubs.

The President and Secretary shall be ex-officio on all committees

Local District Representatives.

5. The Association shall appoint a representative or representatives to the West Riding County Football Association, who shall be elected by the Council on or before the 31st. Day of May in each year.

Duties and Privileges

6. The Association shall be responsible to the West Riding County Football Association for the action of its Clubs and players, officials and spectators, and shall take all precautions necessary, in conjunction with its Clubs, to prevent spectators threatening or assaulting officials or players during or at the conclusion of matches.

The Association shall have the power to control, conduct and manage its own approved Competitions, and see that all Clubs conform to the Rules and Regulations of the Football Association.

The Competitions available are:-

The Barkston Ash Senior Cup.

The Barkston Ash Challenge Cup.

The J.B. Plows Cup

The Templenewsam Cup.

The Burton Cup.

The Barkston Ash Junior Cup.

The Leigh Walker Cup.

The Deighton Shield

The Association shall have the power to suspend Clubs from all it’s competitions for non-payment of monies which are owing to the Association.

A Club wishing to change its name must make application to the West Riding County Football Association. No Club can change its name during the season.

Local District Associations shall act, if so desired, as a body for insuring of Amateur Players against accidents, in accordance with Rules of the Football Association, and providing that the West Riding County Football Association approves its Rules.

7. The Annual General Meeting shall be held not later than July 31st.in each year. Each Club having paid its membership fee for the current season shall be entitled to attend. Any Club failing to be represented at the Annual General Meeting shall be fined £20. The Council shall be allowed to vote at all Annual and Special General Meetings.

A Special General Meeting may be called at any time by a written authority signed by at least two-thirds of the Clubs in membership of this Association. Seven days notice shall be given of all Annual and Special General Meetings

                    Complaints.

8. The representative of any Club or Competition concerned in a complaint, or in any dispute whatsoever, shall not be eligible to sit on the Council while the said complaint or dispute is being discussed.

                            Illegal Football.

9. No player, or Club, affiliated to this Association shall be allowed to play in unaffiliated football.

10 Any Club competing for a prize offered by any private individual or individuals, if the net proceeds do not go to some affiliated football Club or Clubs, Charity or Charities, shall cease to be a member of this Association, unless the Clubs obtain the consent of the Council before playing for such prize. No Club belonging to this Association, or player of such Clubs, shall take part in a football contest other than practice matches between teams of the same Club during the close season. No gate money can be taken at practice matches out of season, except for Charities.

11. The Officers of the Association shall be empowered to carry out the work of the Association until the Council is appointed.

12. The Council (or any committee appointed by them to investigate and decide on any matter) shall have power to punish any Club, officials or players of the same, or members of the Council, by expulsion, fine or otherwise as they may think fit, should any of the parties enumerated above be found guilty of any breach of Rules of this Association. Or of the Football Association but not for breach of the Laws of the Game.

                        Misconduct

13. Every Club or Competition is responsible to the Council for the action of its players, officials and spectators. Clubs and Competitions are further required to take all precautions necessary to prevent spectators threatening or assaulting officials or players during or at the conclusion of matches.

                        Claim on Players/Officials

14. The Council shall have first claim on the services of any player or official of any Club affiliated to this Association for its official matches.

                        Claim on Grounds.

15. All Clubs affiliated with this Association shall, if called upon, place their players and ground at the disposal of the Council for two matches each season: Ten per cent of the gate receipts with a minimum of £20 shall be paid for use of the ground if required.

                        Payment of Fines

16. All fines imposed by this Association must be paid within Seven (7) Days of the receipt of the decision. Any Club failing to do so shall have the fine doubled and may be suspended or struck out of all Competitions governed by this Association, and its Committee and players may be referred to the West Riding County Football Association.

                        Appeals

17. Appeals against decisions of the Association shall be made in accordance with Membership Rule 5 of the West Riding County Football Association.

                        Cup Competitions.

18. The Barkston Ash District Football Association shall have the power to organise Cup Competitions approved by the West Riding County Football Association, subject to Rule 10 of the County Association. The Conference date for matches in these competitions shall be the third Saturday or Sunday in each month. Matches which result in a Draw in the first match shall be replayed on the next Conference date or earlier by mutual agreement with the Leagues concerned.

                        Minutes

19. The minutes and proceedings of this Association shall be submitted, if required, to the West Riding County Football Association for confirmation

                        Alteration to Rules.

20. No rule of the Association shall be altered except at the Annual General Meeting, or a Special General Meeting called for that purpose. Proposed alterations to Rules must be made on or before April 1st. in writing to the Association Secretary. A copy of the proposed alterations shall be sent to each Club, together with the agenda Seven days before the meeting.

                        Finances.

21. The Income and Property of the Association shall be at their complete disposal, providing that such Income and Property shall be applied solely towards the promotion of the objects of the Football Association as set out in its Memorandum of Association.

The Funds of the Association shall be lodged with an approved Bank in the name of the President and Treasurer of the Council. Council shall approve all accounts over £50 before payment.

An Auditor shall be appointed annually by the Council and shall audit the accounts.

An audited balance sheet shall be presented at the Annual General Meeting of the association. All trophies of the Association, and such other effects or assets as may be acquired from time to time, shall be held in Trust by the President and Secretary of the Association, who shall for all intents and purposes be their legal owners.

Should the Barkston Ash District Association become defunct, its surplus assets should be applied by the West Riding County Football Association in liquidating any liability of the Association. If the surplus assets shall be more than sufficient to liquidate such liability, the balance shall be disposed of in accordance with Rule 8 of the Football Association's Regulations applying to Club Companies.

If such assets shall be insufficient to liquidate the district Association's liabilities, levy shall be made on the Clubs in the area to produce a sum sufficient to do this.

22. The District Association shall have power to add Rules applicable to its area, subject to the approval of the West Riding County Football Association.

23. In all other respects this Association shall be governed and guided by the Rules of the West Riding County Football Association on points at issue.

24. The Council shall have power to grant Honorariums at the meeting prior to the Annual General Meeting.

25. All Open Age Clubs must pay a printing, Administration and Benevolent Fund Fee of £15, one quarter of which will be paid to the West Riding County Football Association Benevolent Fund. The fee for Junior Clubs is £5.

                        Correspondence.

26. All Clubs shall deal promptly with correspondence from the Association. Acknowledgement of all correspondence shall be made within 14 days of the dispatch date, which shall be shown on all letters etc. sent out by Officials of the Association. Failure to comply will result in Clubs being fined £5, plus £1 for each days delay.
